Regulation on Amendments to the Cosmetic Products Regulation

The articles added and amended within the scope of the "Regulation on Amendments to the Cosmetic Products Regulation" published in the Official Gazette No. 32480 dated 05.03.2024 are as follows:

 

ARTICLE 1- The following sentence has been added to paragraph (a) of the third paragraph of Article 6 of the Cosmetic Products Regulation published in the Official Gazette dated 8/5/2023 and numbered 32184.

“However, the manufacturer may appoint a natural or legal person resident in the country as the responsible person by authorizing it with a written agreement.”

 

ARTICLE 2- The following additional article has been added to the same Regulation.

“Guides”

ADDITIONAL ARTICLE 1- (1) Necessary guides shall be published by the Institution in order to demonstrate the implementation of this Regulation.”

 

ARTICLE 3- The second and third paragraphs of the provisional article 1 of the same Regulation have been amended as follows.

“(2) During the period specified in the first paragraph, the notification made in accordance with Article 14 of the Cosmetics Regulation, which has been repealed by Article 38 of this Regulation, is deemed to be in accordance with Article 16 of this Regulation.

(3) The product safety assessment to be made within the scope of the second paragraph of Article 13 and the product information file to be prepared within the scope of Article 14 shall be made within six months from the date of entry into force of this Regulation for the products notified within the scope of the Cosmetics Regulation, which has been repealed by Article 38 of this Regulation.”

 

ARTICLE 4 - Line 1024 of the table titled "Annex II List of Prohibited Substances in Cosmetic Products" in the annex of the same Regulation has been changed as in the Annex, and the lines in the Annex have been added after line 1694.

 

ARTICLE 5 - Lines 125, 126, 158, 160, 161, 162, 163, 165, 167, 168 of the table titled "Annex III List of Substances That Cosmetic Products Should Not Contain, Except for the Following Limitations" in the annex of the same Regulation have been repealed; Lines 45, 46, 70, 73, 86, 88, 109, 114, 122, 124, 131, 133, 154, 157, 175, 196, 324 have been changed as shown in the Annex; The lines in the Appendix have been added after line 326.

 

ARTICLE 6 - This Regulation shall enter into force on the date of its publication.

 

ARTICLE 7 - The provisions of this Regulation shall be enforced by the President of the Turkish Medicines and Medical Devices Agency.
